Road lamp question

So this may sound like a dumb/easy question...but how exactly do these work, and how do I turn them on?

They turn on with your headlights.
Unless you have fogs,then their will be a switch.

Mine don't go on with my headlights, I don't think I've ever actually seen them turned on. I'm talking the ones that are at the bottom of my bumper, and there's no switch I've been able to find for them either.
