Question about the FPR?

Why do people have adjustable fuel pressure regulators, on
non-FI applications? There is no benifit from using it; ie. more power, fuel economy. I know that it allows the user to increase fuel pressure above stock, but does that even allow faster throtle response? I can't seem to understand the purpose of installing one, there is no FI power adder, so there is no additional O2, thus no need for more fuel.

Can anyone explain?
