Possible reason for arrest ?

Possible reason for arrest ?
I'm with a friend at the drive through window of McDonalds today and a guy pulls into the drive-through through the wrong side. A cop on a motorcycle immediately turns on his siren/lights and pulls him over. It was obvious that the cop was just going to be like "Do you know you entered through the wrong way" and let him off.
The guy rolls down his window and starts talking to the cop. The cop immediately opens the driver's door, has him step out and cuffs him !
I have no idea what he could have said that got him arrested. I assume he was drunk but doesnt the officer have to conduct a sobriety test (or is it unnecessary if he was obviously drunk?)
Just wondering ...
PS: This happened at the McDonalds on Rt.1 in Portchester, NY for the curious few.

The cop was probably following him already.
That or that guy was just dumbassing to the cop..
Did the cop seem like he was eating lunch??
I guess cops eat at other places besides KFC afterall.

Maybe there was something in the car the cop saw and you couldn't. Gun, Drugs, Open Container, Possible stolen property. Maybe theere was a screwdriver sticking out of the column.
