You can pull it off soometimes. If that doesn't work, you can take a heat gun or blow dryer and heat it up a LITTLE, not a lot, and then pull it off. If that's too much of a PITA for you, go to a stripe/decal place or a body shop. They will have a little tool with a wheel on it that will take it right off without hurting the paint.
You can get the excess gooey poo off with some rubbing compound followed by way.

Before you start, confirm if it's a taped striped or painted.
Taped stripe = Cotton ball soaked in PrepSolv and your fingernail - let the PreSolv soak into the stripe for a minute
Painted stripe = body shop/professional removal
