that sucks! WTF not?? don't understand why the ULEV prohibits
CARB cert. on the SC. since a CL-P w/ SC iwon't be worse from an emissions perspective than type-s w/ sc ????

I think you should read his comments again more carefully as they made perfect sense when I read them.
Premiums have a different throttlebody (and several other engine parts are different as well), and they are rated ULEV (and they must maintain that rating). Etc.
And he didn't say never.

kinda like the same reason why you can mod the hell out of older cars and they don't have t ogo through air quality inspections if they were built before a certain year... when a car is built to a certain standing it is required to keep that standing... ULEV is much more picky than LEV...
