I need help too. Those suckers have been sitting in my trunk for the past 2 months. Do you have to drill the hole perfectly perpendicular to the exhaust tip or can it be slanted?
I have the Comptech instructions, but they're not very detailed. I'd scan and post it for you but I don't have access to a scanner. The instructions should be on the Comptech website so check that out.

I had the same problem at first but an automatic center punch really helped. It allow you to make a dimple in the metal. This will keep the drill bit from walking. You'll need to apply some pressure as well but it will go through.
-I'm loving these inserts.

I have an extra set of screws, instructions, & drill bit from Comptech if you want them- no charge. Center punch is a must. Took a while with my brother's Makita drill, had to use oil to lubricate the bit.

I also had a little difficulty getting the silent tips installed but was eventually successful.
As I recall, it was hard to drill the hole in the correct spot. Initially it didn't seem like the quiet tip fit snugly or far enough back into the pipe so I tapped it a bit with (lightly) with a hammer to get it set in place. I only had to do that with the pipe on one side; in the other side seemed to sit firmly in place.
Once in place I held it there while marking the point where the hole needed to be drilled. It was hard to drill through the inner wall of the pipe but I eventually got it. I also think you can/should drill the hole at an angle if you can.
It's worth the effort, though. If, like me, you bought it because you don't really care for the droning sound ~ 3-4K RPM you will love it. It keeps the character and tone of the exhaust but removes the droning.
