I would check the ballast or look for a short somewhere. If there are separate fuses for the headlights, and I'm not sure if there are or not.......then it's a short or ballast issue. If you can fix that yourself then you can do it for a couple hundred bucks.

Simple, tell the guy to fix the car with oem parts or you won't buy the car.

You can find them all over eBay for about $100. But if I were you, and I purchased the car, I would purchase 2 new ballast and bulbs and be done with it. Try theretrofitsource.com. Also it's not just a "bolt up" replacement. You have to take the bumper off as well as take the headlight off. Not difficult to do though.

I don't think you've ever told us the price of the car. I would be confident that I could fix it regardless of the problem but I can't speak for you.

the car is 700 but if the ballast and ignitor dont fix the headlight problem im skeptical about purchasing it cause it could cost me more money than i have

I can understand that. The problem is that this is a used car. You take a risk like this when you buy used. I would assume for $700 the car has to be pretty run down. I guess if you have the mechanical know how then the choice is yours. If you don't have the knowledge or money to fix it yourself then the choice has already been made.

I think i'd worry more about the dying transmission than the ballast..

There's plenty of information on this website that can help you. I'm not telling you to purchase it though. The decision is yours. I would say ballast or short somewhere.
