Load Range on the CL-S vs. CL-P

Load Range on the CL-S vs. CL-P

I noticed that the load rating on CL-S tires are rated at 94... Why does the CL-P have a load rating of 91? Is the 94 necessary on the 17" rims?

I'm guessing lighter car and/or taller tires (bigger sidewalls not taller actually).
