License Plates... Is This Illegal or Not....?

Today I saw a 350Z with a Cali plate (for those who aren't from here, it's jsut a red California and a combo of sequential numbers and letters...

Anyhoo....

He painted the letters and numbers white, almost making the entire plate WHITE (invisible to the eye until you get 10feet within the rear of the vehicle), 'cept the California part.

The other part was that a police officer was following right behind him for several lights, never pulled him over (we were headed onto the same freeway and road for about 10 miles, so I got a good look at the plates).

I know there are laws for vanity plates, clear/tinted covers, front plate requirements, etc. But is there any law against MODIFYING plates?

Of course it's illegal. It's illegal to put stickers on your plate too (unless it's a registration sticker). I see that all the time where people want to add a hyphen or other grammatical symbol.

very illegal.

I don't think the cop was paying attention because he would be busted like stink on shit if the cop noticed... Maybe he had other stuff on his mind...
