Also if you look in the reflection of the civic all you see is houses and a telephone pole. No reflections of any cars. He is all the way to the left of the road judging by the space between his car and the curb acroos the street. Obviously parked. If the picture was taken from a car, it has a much higher ride height. If it was taken from some one coming out of a sunroof the angle would be different.
