Question HID ballasts

The driver side of my hid ballast is out. I opened the hood and took out the fuse, it's blown. And I replaced a spare fuse on it, the moment I turned on my head light, and it's still off. I took the fuse again and found out it got burned again. I went to Kragen and bought a set of 20A fuse.(4) Unfortunately, it got blown again. I gave up. Does anyone know what the problem might be? I thought about taking out the light ball, but it's really hard to, because I have to take off the battery and intake first, then I could reach in the light ball. Could it be the electrical problem?

How much would it cost to get the HID light ball replaced at a local car shop? (labor fee)
Which website can I get some good quality and reliable HID D2R ballasts?
(me not going to dealer, cuz they'll hijack my wallet)

just search ebay although acura parts are not as common. if you dont mide some wiring you can pick up any ballast if you really want to. you could be up an running for as little as $75.
