Geeze the luck :-( (Is the city/county responsible for this?)

OK I hope someone can provide me a little assistance here, needless to say I am not having much luck with car damge up front (first I get a scratch on the driver side, completely my fault, so I was to blame for that..but I just got it repainted and repaired the beginning of this month).

Needless to say on my way home from lunch today, cruising along the feeder of the beltway (going Southbound on the feeder between Fallbrook and West Rd. for you folks in Houston) in the right lane when all the sudden this 'barbed' fencing material is sticking out into the roadway (you've alread probably seen this stuff before, basically it's 'bird' wire which holds up some plastic sheeting for a reason unknown to me, usually to seperate empty lots from one another). Needless to say I can't avoid the fencing material, and it scratches the left front fender of the car (basically peeling 4 strips into the damned bumper which I just got repainted pretty deeply at that as well). Basically what is my recourse here?

I just spent 500$ on the bumper repaint, to only have this happen to me (which was out of my control). Is there anyway I might be able to get some money out of this, and from whom should I try? This truly sucks.

road hazard damage, but figure out the raise in premium and ur deductable and your probably not going to save anything.
