Does anyone know what this is for?

There's couple of blocks of metal connected behind the front bumper on some rubber isolators. Is it there for Ballast?

Sorry - Ballast as in weight. (not the HID's)

It's a vibration damper. I took mine out. You can hear a little more engine noise but it's hardly noticable.
