I've heard that this doesn't matter, if the compressor is on, no matter how cold, you'll waste the same amount of gas, but I'm also curious.

The compressor is an on/off thing. No middle ground. But the colder you set you climate control, the more often the compressor will be on. So, yes, setting it lower will use more gas, but you're not going to notice the difference between 70F and 65F. Maybe .005 mpg.

I read an article the said you use less gas running the A/C than driving with your windows down. The drag put on the car with the windows down needs a few more hp to maintain the same speed than just using the A/C.

I read this somewhere too, but they said it depended on your speed. So for highway speeds, using the AC would be more efficient.

Is the compressor ALWAYS on unless you COMPLETELY shut everything OFF ventilation-wise?

I've heard that, and I've felt the compressor kick in even when I have the A/C button OFF and just want to use the fan with the vents.
