Haha the t25 is the biggest piece of garbage turbo I've ever had to the displeasure of working with.
Before buying my CL-S last month I owned at least one DSM for the past 8 years. More specifically two 98 GSX's, a 92 Talon AWD (14b) and two FWD beaters ('94&'95).
The t25 is good for low end grunt, but after 4k rpms it craps out really hot air on anything 9 psi and above.
I don't care if you race him from a stop, roll, or in heavy traffic. Let some air out of your tires and stomp that ford into the ground.

T25 is a turbo designed to add lowend power but experience minimal turbo lag and are great for lite-torque motors (i.e.: B16A, B18C). That said, I've run enough stock DSMs to know that they run out of steam pretty quickly.
That said, I dont know the level of tune for the MS Protege in question.

it doesn't matter about the sr20 making power. what i was saying is t25's are not bad turbos. and i doubt a dsm had enough uptime to hate one that bad.

I raced one from a light/dead stop. He pulled to a 1 - 1.5 car lead in 1st&2nd gear but by 80mph I had caught him and by 100mph I had passed him. He was I/E only, so he said. I was bone stock at the time (all I have now is a K&N drop in). Those things are really quick of the line but it was really slow on the top end. But that isn't something we all didn't know, our cars kick butt top end.
Just race him and post the results!
