Windshield Defect? or waterspots?

I've tried cleaning my windshield (interior and exterior) with just about everything, but can't get these spots to come off.

I tried Stoner's Invisible Glass, RainX Cleaner, Hondas Glass Cleaner and Windex to no avail.

Anyone know if this is some defect in the windshield or water spots?

You may want to post this in the Wash & Wax Subforum in Off Topic. A number of professional detailers frequent there and they may have run across something like this.

It would definitely appear that you have some sort of residue on the outside of your windscreen. Maybe try some acetone (obviously be careful to keep it off paint and plastic). How long has it been like that?
