vibration while braking

vibration while braking
When I brake I feel vibration in the steering wheel, this happended to me a while back and at that time acura machined the rotors at no charge. They said that this time they will charge $120 + tax. I was like WTF. Car has 37,000 kms on it.
Should this be covererd under warranty? help
