Is there a 4500 RPM Rev limit @idle????

Is there a 4500 RPM Rev limit @idle????

I just got done changing oil/filter; coolant; and installing a JDM valve cover. I started the car and let it warm up a bit - everything looking normal. Once warmed up, I reved it up slowly at idle, and it seems like it bounces off a rev limiter at 4500 RPM - no CEL. I'm not sure if this is normal or not. I took it out for a drive, and it seems to rev fine to redline - again, no CEL. If anyone can let me know if this is normal, I would greatly appreciate it.

By the way - I have an 05/6MT
