Seat warmer not working?

Seat warmer not working?
I know that the seat warmer for the driver side warms both the bottom and back side of the seat. Does it do the same for the passenger side as well, because on my car only the bottom of the passenger seat heats up, the back stays ice cold.

There was some long winded explination and i cant remember what it is, but i do remember that the driver gets back and butt and the passenger only gets butt.
