RPM moves in neutral? instant L/100km gauge weird

RPM moves in neutral? instant L/100km gauge weird
just noticed this on my 06 MT and was bugging me
when i'm coming to a stop, I go into neutral and and slowly press on break.
my RPM drops to 900 then it constantly moves up and down by maybe 200
is this normal? ive been driving MT for 6+ years and for some reason never seen this behavior before. It seem to happen only when I'm stepping on breaks to stop, not when i'm coasting
also something about MID instant L/100km gauge
when I'm coming to a stop, gear in neutral, and foot on the break
my gauge drops to 0 then as soon as the car comes to a full stop, it jumps all the way up to 30 and back down... huh?
and no, on either cases, i'm not accidently pressing gas

as go slow down, the engine is idling. at that very low speed, it takes a lot of idling to get your 100km? that makes sense i wouldn't sorry about it. the old lexus go to 99.99 when you stop

I got this too, previously the car would idle at a solid 750. Now I idle between 800 and 950, it will become slightly more stable if I turn off the HVAC system or decrease the fan speed.

I don't know about the engine RPM's going up and down...perhaps the AC compressor kicking in and out?
As for the L/100K guage, technically, it should be completely maxed out when you're at a stop, since you're using infinite fuel to go 100Km (to move 100Km while at a complete stop, you'd need an infinite amount of fuel). This actually makes more sense in MPG, since at a stop, you are getting Zero miles to the gallon. I think they put the meter at Zero L/100K so the graphic isn't on there all the time (or, to prevent some nitwit from thinking that you're able to travel 100Km on 30L of gas while going 0 Kph).
