power steering "whine"

power steering "whine"

2005 TSX MT. 160k miles. I have the "whine" from power steering. Louder when cold. Fluid level is full however there is some seepage/minor leak from steering rack on both sides at the boots. The leaks aren't even enough to leak to the ground, and the fluid level takes a very very long time to show even a little low. My question is can a leak from the steering rack cause aeration and make the pump whine? There is also some residue, not leaking, but residue around/on the pump. Possibly the seals pulling air? At this point the whining is pretty constant and as I said, louder on cold start ups. Should I go ahead and replace the pump since its been whining for a while? Or start with the orange o-ring? Replace rack and pinion?

PSF aeration only occurs on the suction side of system, from reservoir to pump. Oring on suction inlet is usual culprit.
