Power steering problem

My old pump had broken seals so I got a rebuilt oem pump, replaced the pump took out the hoses and bolts and put it back together and now it's not working at all. The car is very hard to turn there is no power steering fluid running through the pump. I have also tried the bleeding system I have turned the wheels all the way to the left and the right and still I see no bubbles. Anybody know or have an idea of what to do?

Unless you have a kink or blockage in one of the hoses on suction side, pump should push fluid. Appears to be a defective pump.

good luck
