at the dealer when i purchaced my car.. they said they had these installed on all the new vehicals.. but i wouldn't pay for it.. so they took it off..
so im wondering what it actually is. how it works, and where its connected to?

This MSNBC article says flashing lights are currently illegal under NHTSA rules, but Mercedes is getting an exemption to try them. (Full article link here)

fully clear tail lights are currently not DOT approved and illegal for use..... yet Lexus RX330's have them stock =]
it doesn't matter, as long as car companies pay off these "government" regulation people...they'll get what they want.
another example, SRT4's come with "no mufflers" literally from the factory but CHP manual says all car must be equipped with some type of "muffler" system on all cars.... so go figure.
