Come to the island and go up-island. Wander around the forested areas. You'll stumble across a lot of open air grow-ops. Drive around the mainland, you'll smell the grow-ops everywhere.

Those open air ones are near impossible to regulate; just too much land. They do aerial survey enforcement. The other night there was a chopper flying around the city, pretty low. Possibly using thermal (assuming it was a police chopper... it was dark.).
