Vibrations- Brakes

when Im driving around 60-70 and I hit the brakes, I get a vibration on the steering wheel.

Nat. Tire and Battery mechanics tell me it is the rotors, but the brake pads are still in good shape.

How does this happen? anyone know? is this a manfuacturing issue that maybe covered under warranty?
