JDM 06 Euro-r Lip doesn't fit help

I removed the underbody spoiler and I can get it to bolt up underneath perfectly, but the area around the fog lights is really really tight and just won't push all the way back in.

Has anyone run into this problem or found a solution? Thanks in advance.

is it the foglight itself that is in the way?
do you have to disconnect it, then re-mount it after the lip is in?

just stabbing in the dark here.

did u buy this second-hand? there should be 3m tape all across the top of that part of the lip (fog light area all the way to the fins). that makes it look flush so there isn't any gap between the bumper and the lip.

I'm sure you have to remove the OEM painted covers around the foglights.
