HID headlight issue

HID headlight issue

Okay so my headlight got a lot of water in it replaced ballast, bulb, fuse under hood and dried out lense and still nothing. If I hook it up to the driver's side it works just fine. But when hooked up to passenger side no low beam. Could this be the wire harness/ power supply to ballast issue? I have a replacement for it but really don't want to splice any wires. Any help is appreciated. Thank you

Use a multimeter to check to see if it gets power

check the ballast on the working side and see if itll turn on the working side.
