what do you mean by dirty?

if what you're saying is true, wash it with the rest of the car.
soap and water.

do you mean discolored, like you need to wet sand it?
do you mean condensated like it needs to be resealed?

please be more specific.

People suggested wet sanding the headlights to get them clear again, but i'm not sure how the process goes.

you need to be more clear.
type out what your problem is.

first you just said they're dirty.
now you're saying one is scratched.

so...

we can't help you if you don't tell us what's wrong.

we're confused.

in order to give advice, we need to know the problem.
maybe it would be easier for you to just take a picture and post it.
?

if they're discolored, they'll need a wetsanding treatment.
there's specific products to use.

if it's just a scratch, that will need a different procedure, not the same
as removing the discoloration.

i'm sure it's not discolored. When i put my hand on the headlights, it's not very smooth,i think it's little scartch.

sounds like you have pitted headlights from rock chips. you can either try to buff it with plastX, wetsand them and then buff with plastX, or replace them.

We have a Wash & Wax Forum for questions like this one. Please check it out. There is a thread on wetsanding headlights started by CGTSX07. If you can't find what you're looking for then post your question there.
