Headlight ballast or ignitor bad

I’m having issues with my right passenger light not coming on. I tried switching the bulbs and the bulbs work but they don’t on the passenger side. Does anyone recommend to change the ballast or the ignitor?

i recommend the ballast, as it's very common on these cars to go bad. can try switching ballasts to rule out the problem
