I saw a news blurb about a year ago about the worst performing cars in the 5mph bumper test. The TSX was one of the top 5 or so. It was based on estimated repair costs, and I think it even topped BMW.

Basically what makes the scores of that test is the materials of the bumper. It doesn't say too much as a result of car accidents since that's mainly at high speeds. Notice how the older cars if you were to hit at 5mph would probably not even dent. It's just partly due to the light weight materials that Honda uses. Plus nowadays they try to produce those crumble zones... so i'm assuming that part of the bumper is soft to start the crumbling.
I dunno... just speculating.

Yeah. I wish the crumple starts above 5 mph bumps. But I'm sure they also want to save weight so they use plastic and foam like you'd find in a tv box.

Might be for peds too. I know europe's nanny states are passing all kinds of crazy laws to make sure the idiots who walk out in traffic aren't hurt so they don't have to go to the crappy state-run healthcare systems.
