I'm not sure what you're asking.
The bulb code for the TSX fogs is H11.
Do you already have foglights? Do you just want to swap bulbs? Or do you want to install the fog lights system on your car?
Also, are you sure you're going to use blue? I mean, that's illegal. White and yellow are the legal colors for fogs, not blue. So you'll get pulled over instantly... just so you know.

Blue LED fogs would get you pulled over quicker than 8000K-10,000K retrofit HID fogs.
To remain legal, you can try to get some kind of high Kelvin white so that there is a blue hue (if you want blue that badly). The only problem is that with H11 LEDs, you can only find pure white (with no blue). I've looked for cool white H11 LEDs, but I never found them.
Those bulbs in the pic seem like they're part of a fog system installation set rather than just bulbs for swapping, but I wouldn't know for sure.

04 TSX doesn't have foglights included on them unless they're entirely installed aftermarket wise, i.e. housing, wiring etc. Blue is illegal and only for show cars, cops will hassle the hell out of you. Go yellow or white to avoid the cops.
The foglights are H11 though but when you refer to DRL I believe that runs off of the highbeams which are H1 and not H11's. If this is the case then they are saying that probably because it's a universal kit designed for H11 lights which some cars might have as high beams, but not our car.
LED's are also pointless when it comes to foglights, it's cosmetic and completely destroys any practical use for them. Similar to having LED reverse lights. So again, for show it will be fine but if it's your DD and you are thinking it will help with seeing better it won't.

It all depends on what you want. If you want to deter the light output in your fogs for aesthetic purposes, then just know the warnings, and then make your choice. I have white LED fogs and reverse, and I never backed into a building yet. But getting blue WILL quickly cause you problems with the cops.
Here is a link to some H11 LEDs:

If you want LED fogs that badly, then have the fog system installed by the dealer on your 04... THEN buy H11 bulbs... not those things you posted a pic of in the OP post. I've just never seen bulbs like that. Again, they're likely part of a whole installation system.

Dude if you got the fog light kit, then all you need is H11 bulbs. You can find white and blue H11 LED bulbs just about anywhere.
Again, here are some: http://autolumination.com/headlights.htm
And there is also a million other places. All you gotta do is google.
Here's the problem with pure blue headlights: What you're going to do is ruin it for high-kelvin-white people. We're lucky the cops aren't already cracking down on minor color temp violations. Don’t stimulate that response from them. Don’t bring color temperature to the cops’ attention. The cops let little things go, but when people start going over board, they’ll crack down on EVERYBODY.

Lets talk about the high beams first.
High Beams: the problem is that LEDs do not output light sufficiently to be high beams. You wouldn’t be able to see at all.
To have whiter highs, the only solution besides HID brights (which is not feasible) would be high-output blue-tinted halogen bulbs. The problem with these blue tinted bulbs is (again) that MOST of them are useless and for show purposes only. In fact 99% of them are useless for driving. They won’t be bright enough to see.
BUT there is an exception! The only exception I’ve seen is PIAA Xtreme White bulbs. So unlike most other blue tinted bulbs, PIAA bulbs should actually work. Again, don’t look at OTHER blue-tinted halogen bulbs. For example, the high-Kelvin tinted bulbs from Nokya and Autolumination are junk. Don’t get lured in by their high-color temperature ratings. With halogen bulbs, the color temp shouldn’t exceed 4000K or the light output will greatly diminish.
Here’s the link for the PIAA Xtreme White H1:

To see the color of PIAA Xtreme White, here is a picture of the 7440 ones in my reverse lights:
I’ve never used the H1 ones for high beams, but the reverse lights should give you an idea of the color temperature.
-------------------------
Fog lights:
Again, white LED fogs won’t illuminate the road, but fogs aren’t important like your high beams. So its okay to replace fogs with white LEDs. I got mine from the autolumination link I posted in my previous posts on this thread.
To see what they’ll look like, here is a picture of my LED fogs (I just swapped them yesterday).
Notice they DON’T match the low beams. That’s a tough task. You’ll have to get higher Kelvin (around 5000K-6000K) HID bulbs to attempt to match. Unfortunately, I can’t give you much advice on matching. Ask the retailer you buy the LEDs from what the color temp is and try to match your lows to that.
And here is a comparison of OEM fog (right) vs. LED fog (left):
DON’T do this comparison in your car! All my lights started flickering when I had two different fog bulbs in!
As far as matching, its hard. You can try to match the color temp of your fogs to your lows, but there aren't enough options of high beams to match. Also, different brands rated identically in color temp often have different actual colors. So in terms of matching, you'll have to look around. Feel free to ask on this thread about any other bulbs you come across, and maybe we can help out.
