Steering Wheel Wobble

Hey guys, so lately I've developed a nasty wobble in my steering wheel. Right around 55-60mph seems to be the worst and my steering wheel physically wobbles as much as 10-15 degrees. Below is the order I have approached this problem, but at this point I'm stumped as to what it could be and where to go next. It has made my car no longer enjoyable to drive. Please help me get back to enjoying my 96 2.5TL.

1) Tires: New tires, mounted and balanced
2) Checked for uneven brake wear/ warped rotors
3) Alignment
4) Replaced both axles
5) Posted this to see if anyone else has experienced this issue or has any ideas, my next step is to replace all the bushings in the front most likely..

None of the above has seemed to make any noticeable difference.

I'd say raise the car up and give the wheels a shake. Maybe it's a ball joint or tie rods...

Yeah I did that with step 2, sorry I forgot to mention it. I also checked to make sure it wasn't a wheel bearing as well when I jacked it up. I did everything I could first that was free to check to try to isolate the issue. The car still handles fine, there's no play in the wheel at all and no lag in the response when turning the wheel, so I'm just puzzled as to what it could be. Steering rack related maybe? Bushings or something? It's just I've never heard of bushings being replaced to fix a wobble.
