My 97 2.5 TL's steering is hard and jerks during turning at regular intervals during low speed, reverse or idling, but not at higher speeds.

I think this problem started when I had to do a moderately sharp turn while braking (at low speed) before I replaced my CV joints. (My driver side CV joint had a torn boot, passenger side is fine).

I have already replaced both CV joints/axles, but this didn't fix the problem. Any ideas or suggestions?
