Cleaning This Thing (not sure what the name is)

Well I was about to do the chrome shift plate mod, when I noticed the PRND21 thing was pretty dirty.

I unscrewed it and tried cleaning it with a couple of things to get the thick crap on the edges off but nothings working. So basically my goal is to make it all look like the center does (shiny).

Any ideas would be wonderful.

I used rubbing alcohol and fingernails.

Yeah maybe I'll try that. The water and razor had no effect.

Alright well I used some leftover supplies from a headlight restore kit and it made this thing look great. So if anyone is thinking of cleaning this I recommend using a headlight restore kit (I used the rain-x one).
