I have had trouble turning key to start for a year. Usually I could jiggle steering wheel and or jiggle key to get to turn and start. Last time I tried, the key finally turned, but no power coming through. But battery checks good and there was no spark when I tried to jump with cables to another strong battery.

it might be the key assembly. there are two parts to the key assembly, the mechanical and electrical. i think it might be the electrical part because you can still turn the key. the part should be at least $40 or so. might be even cheaper. also its a known issues with these cars..lol

does that mean many Acuras of this era are known to have the same problems? If so has Acura offered any assistance?

The main problem is that these cars are 15+ years old. The problems show up with age like any line of older vehicles. I've recieved 'assistance' from other manufacturers but it was always within the first few years of ownership. If Honda ever did offer any assistance it likely would have expired by now.
