when to replace air filter?

when to replace air filter?

i just pulled out my "tornado" gas improver cause it was worthless and did nothing for months. lol. anyway i noticed some actual sand and little chopped up leaves under where the fliter goes. that cant be good but the air filter doesnt look that bad. also what are the little packs under the filter? another type of filter? it was def nasty looking! replace? what is it to replace if so? help me!

Buy a K+N filter and just clean it every few months.

The bottom piece connects to the resonator which reduces engine noise
