Slow starting

I have a 97 3.2 TL. It has 96k miles. It recently has begun to start slowly. I don't mean that the starter is turning slowly it just takes a second or two longer than it should to catch. Any ideas where to start diagnosing? How much do new plug wires cost. I imagine expensive since they are coil on plug.
What is the deal with having the dealer do that free emissions tuneup? Can I really get them to do a free tuneup on a ten year old car. How do I ask for it?
Thanks,
Adam

Yes you can get that free tune-up. Its good up to 150,000 miles.. its part of an EPA emissions recall for certain cars.. the '97 TL is covered under that
