Question Distributor cap and rotor

96 2.5TL, 120K

Hey guys. I need a little help. My car is having trouble starting, especially in the rain. Doesn't start. 4 main problems I am having right now.

1) Temp gauage says engine is running colder. All the time, never able to get to optimal temp (gauge says)

2) Gas mileage very poor. Easily needs to rev at 3100-3300 at ~80mi/hr.

3) Doesn't start in rain, but sometimes has trouble starting in good weather. (engine turns). I hold key in accesory for few secs then turn. Usually helps, but raining, definately doesn't have effect.

4) Wierd "whining down" noise noticed when I slow down to a stop. Really loud from outside. Seems to do it when I slow down (maybe when switching gears or something), but also made same sound couple times when I was accelerating from stop.

I brought my car to honda dealer and they told me starting issue is most likely due to DISTRIBUTOR CAP AND ROTOR (NEEDS REPLACEMENT)

pretty new spark plugs...

Any ideas?

how hard to install distributor cap and rotor on my car? dealer quoted around $300 total.

i looked up the parts and they are about $20 each. I also just looked at the engine and dist. looks hard to get to and work with.

Any of you guys done this? comments, suggestions. hard work?? ballpark work time?
