Brightness Controller for Gauge Cluster Broken

My 97 TL's brightness controller for the gauge cluster does not work. The illumination of the gauges is stuck at low dim and I cannot seem to get the light for the gauges to be any brighter. Turning the controller switch does nothing; the light is always at the same low-dimmed level no matter what.

Any experts here know how to remedy this?

maybe just a bad wire. take out the trim panel where the dial is and check all the connections. Test with a multimeter if you have one.
