There is one hole and another "adjustment" area".
The hole is to adjust vertical (up/down) and the other adjustment area (directly behind the headlight, it has a knob) is for horizontal (left and right).
I tried raising my headlights but it doesnt work. I'd turn and turn with no results. Oh well.

KaMLuNg it sounds like you found the right hole but your screwdriver isn't long enough. You need a really long one. Hahaha. This sounds funny.
Ken, it sounds like your adjusting the fog lights. The hole to adjust the headlight is towards the parking light and it's down towards the bottom of the headlight. You need a long screwdriver to get to it.
