I am getting some feed back in my steering wheel (99' RL). It feels like the power steering is fighting me. It only happens when I am stopped or at very slow speeds. Power sterring fluid level is good. I have Michelin Hydro-edge tires (P215/60/R16). Please let me know if you have any suggestions.

Could it be my power steering pump that is going bad or is it due to the Vehicle speed proportional power steering? I am hoping that someone has felt the same resistance (or lack of) in their steering wheel at slow speeds.
