2000 RL - Interior Lights Confounding problem

2000 RL - Interior Lights Confounding problem

1st time poster in this forum.
I've been in Ford forums for ages, but recently picked up an RL from my boss for my sister.

2000 RL - 3.5L w/ 197K

I'm confounded by the electrical problem I'm having. It is, as such:

Courtesy lights, door locks, radio and everything else that's connected to FUSE 57 (under the hood) are not working.

Fuse 56 is good too. Am I supposed to be able to move my seat when the car is totally off?

Fuse is fine.
All components getting constant power (except radio - which is aftermarket - problem for another day)

My guess is that I have a bad ground? But I'm not really sure. I looked up wiring schematics and am still vexed. Saw ground 401 and 402 but can't get at them without pulling some cosmetics off.


All other fuses have been continuity tested more that twice, as well.
So, don't go saying, "better check the backup fuse under the hood".

Any help would be appreciated at this point though.

Update + Bump

UPDATE:

Once I turn the key to the on position III, then the lights will work. Power locks work and everything that should be powered when the key is not it, functions properly.

So, when the key is entirely out - that's when I'm not getting the courtesy lights & things like that on (though they do carry voltage and have continuity)
