1999 RL rearview mirror

This sounds like an unorthodox issue but if it's coming from the mounting bracket then I would surmise that the adhesive used to adhere the mirror to your wind shield has degraded over time and is now leaking.
Where is the leak originating from? Is it coming from the mounting bracket? (for reference I am talking about ref #20 in this RL rear view mirror diagram: LINK)

it's the liquid crystal dimmer from your auto-dimming mirror. It's a known issue and the only solutions are to live with it or get a new one (the 99-03 TL mirror works too and is far cheaper, part no. 76400-SEP-A02ZA)
make sure to clean up the dripping gunk. when it dries it will stain and is very hard to get off
