Rust on Brake Hubs???

Looking for some advice.. 2000 km on my 08 RDX purchase a few weeks ago. I just changed the rims on it a couple of days ago, I noticed that all 4 brake hubs have rust on them is this normal for a brand new car? I realize the rotors will have rust but not the hubs so soon. Is this covered under Wrty?

Should I complain to the dealer or paint them?

Anyone who has aftermarket wheel have any ideas to improve this look?

I think he means where the "hat" of the rotor is painted and the paint flakes off and rusts....
