Value of RDX new - registration fee

Colorado vehical registration goes by the value, and weight of the vehical, I believe. I just went down to the DMV to register my new 2008 RDX. They said it would be $475 for the year. Ouch. Well, not as bad as I thought it was going to be.

Today the title complete notice arrived, which tells me the DMV has my record and I can register the RDX now. It also shows the tax value, which is $28,823. How is that number figured? My sticker was $33900 with destination. Even at the price I paid, $29100 it's still higher than the tax value. I'm not complaining because my registration is cheaper than I thought. But how did they get to that figure?

The tax value is for used vehicles so sticker price doesn't mean anything. I just bought a 2008 RDX Tech in November with 4,600 miles for $26,500. Had another opportunity to get one with 2,500 miles for $27,500. I'd say they have the value pretty close to market value.
