First gen. wheels are 4x114.3 but could they also be 4x100 ?

No, they could not be 4x100 because they are 4x114.3

usally universal 4 lug rims have two sets of holes. 4x114.3 (accords,cl's)and 4x100(civics and integras)

Yes, the wheels could both be 4x114.3 and 4x100. But 4x100 wheels won't fit on 114.3 hubs.
