Pax side fan wont turn on

so i have searched and searched but i can find my problem.
so my pax side fan won't turn on. only the driver's side fan turns on.
how do i fix this?

From: cockpit of a CL

the driver side is for the water temp, thermostat temp. the other one is for your air conditioning. it will come on when your air has been on a while.
