I emailed a guy who used to work at a local acura dealership (through his work email) and he emailed a simple answer back
"you have a fucked ABS sensor and its telling the ABS control unit that that particular wheel is locking up when in reality it's not. the rubber band noise is the ABS actuator applying the brakes to the wheels."
i replied asking how to fix it, waited 2 weeks, and went into the place and was told he quit his job and left no email or phone number. i asked people there and they had no idea, but said they could "look into it" for a couple hundred dollars.
i've found the cheapest sensor replacement was 140 dollars from rockauto. but it's summer here so i don't really need ABS. is there any way to just turn it off completely without removing all of the sensors? not even sure if removing the sensors would cause it to stop working..
