VA CL'ers: clear bumper light bulbs?

Is there a law/regulation in VA for what the turn-signal color has to be? If I installed the clear bumper lens and leave the bulbs as they are, white. Is that legal, or do the blubs have to be yellow, etc?

I know in NY, it suppose to be front signals are suppose to be yellow to amber and rear signals can be red or yellow to amber. Since they make cars for the US inspections it should be almost the same.
