tire question

what do the tire sizes mean specifically?

for instance:

225/40/18

what does it mean? is the 225/40 in mm and the 18 in inches?

225 is the width of the tire in mm, 40 is the height of the sidewall, meaning it is 40% of the width, and 18 is the diameter in inches.

Why is it they use both metric and standard measurements Wouldn't it be better if they used one or the other
